The French Development Agency is launching a bid invitation for a study on Economic approaches and Prospective for Water Demand Management in Jordan. Application is open to different type of actors, including research institutions and classic consultancy. Consortia would be welcome.

The projected schedule is as follows:
• Launching of the request for proposals: 5th of March 2010;
• Deadline for receiving proposals: 2nd of April 2010;
• Award of contract: May 2010.

Consultants are invited, by obtaining knowledge of these terms of reference, to make a technical and financial proposal for the performance of the study, both in paper and electronic version. The selection will be made on the basis of the following criteria:
- Participation of local expertise is compulsory, considering transfer of knowledge.
- Understanding of the context and challenges
- Soundness of methodology
- Mechanisms for building stakeholder’s knowledge and mobilizing stakeholders
- Past experience in the development prospective exercise and economic analysis
- Demonstrated communication and information skills

The tender documents only in English language should be submitted in one single package containing two clearly marked and separate envelopes:
- a) one containing the "Technical Proposal",
- b) the other one containing the "Financial Proposal". Both envelopes shall be sealed.

No financial information shall be contained in the Technical Proposal. The package shall display the following information:
- Adress of the recipient of the offer
- Title of the call for Tenders
- Tenderer's name
- The following words clearly visible: "Call for Tenders - Not to be opened by the Postal Service".

Tender Offers should be sent by post or courier, or delivered in person, against confirmation of receipt. Originals need to be signed by authorised representatives of the Tenderers.

We inform you that AFD reserves itself the right if necessary not to pursue this bid invitation.
