INVITATION FOR BIDS

MOMBASA – NAIROBI 400KV TRANSMISSION LINE PROJECT
CONTRACT NO. KETRACO/1/6/09 LOT 1 AND LOT 2
CONSTRUCTION OF 400KV AND 220KV TRANSMISSION LINES
(RABAI-TSAVO: LOT 1 AND TSAVO-EMBAKASI: LOT2)

1. This invitation for bids follows the General Procurement Notice for this project that appeared in the African Development Bank’s Development Business issue of 7th July 2009.

2. The Government of Kenya (hereinafter called the “Borrower”) has secured a loan from the African Development Bank (AfDB), and Agence Francaise de Developpement (AFD) and has applied for a loan from the European Investment Bank (EIB) towards the cost of the Mombasa–Nairobi 400kV Transmission Line Project and it intends to apply part of the proceeds of this loan to payments under the Contract for Construction of 400kV and 220kV Transmission Lines (Rabai-Tsavo: Lot 1 and Tsavo-Embakasi: Lot 2).

3. The Government of Kenya through Kenya Electricity Transmission Company Limited (KETRACO) now invites sealed bids from eligible bidders for the design, manufacture, supply and erection of 400kV and 220kV Transmission Lines.

4. Bidding will be conducted through the International Competitive Bidding procedures specified in the:-
• African Development Bank Group Guidelines: Rules and Procedures for Procurement of Goods and Works, May 2008 Edition for Lot 1; and

• International Competitive Bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and specified in the EIB's Guide to Procurement, for Lot 2,

and is open to all bidders as defined in the respective Guidelines.
5. Interested eligible bidders may obtain further information from the Project Team Leader or the Project Cosultant, PB Power, and inspect the Bidding Documents at www.kplc.co.ke. or at the address given below from 8.00 to 17.00 hours during working days.

6. Invitation for bids for LOT 1 and LOT 2 is being done simultaneously. Bidders may bid for LOT 1 or LOT 2 or both, subject to the provisions made in the respective Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders at the address below upon payment of a non-refundable fee of KShs.20,000 (Kenya Shillings Twenty Thousand) per Lot or equivalent convertible currency. The method of payment will be by bank draft or bank cashier’s cheque. The Bid Documents may, upon request be sent by International Courier and the bidder will bear the cost. The Document may also be downloaded from: www.kplc.co.ke. and payment of the requisite fee be made before submitting the Bid.

8. Bids must be delivered to the address below on or before 19th January, 2010 at 10.00 hours. All Bids must be accompanied by a Bid Security of an amount not less than two percent (2%) of the Bid Price in a convertible currency of the Bid. Late Bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below.
