Eligibility of Bidders:   Profile and skills required:

- have considerable relevant working experience in the sustainable energy sector in South Africa, including contacts with, and access to, relevant institutions, organizations and local experts.
- The consultants should be familiar with the relevant studies and investigations dealing with sustainable energy matters in South Africa. In particular, recourse should be made to experience and lessons learnt from completed or ongoing energy efficiency and renewable energy projects. It is assumed that the consultants will supplement the available information by making use of in-house experience and expertise and/or by harnessing its con-nections in South Africa.
- have considerable working experience in the CDM market, i.e. in the development, organization and implementation of bundled small-scale project activities and of program activities, preferably in the industrial sector. The consultants shall have access to relevant institutions and organizations and be familiar with relevant studies and investigations dealing with programmatic CDM. In particular, recourse should be made to experience and lessons learnt from completed or ongoing programs worldwide, both inside and outside the CDM con-text.

It is considered essential that the consultants shall travel to/in South Africa in order to reflect in its study necessary adaptations of the Program to the given local condi-tions.

-A team composed of one financial specialist, one engineer specialized in Energy Ef-ficiency and one engineer specialized in Renewable Energy Production could be set up for this assignment. The balance of local and international expertise shall enable the team to have a strong working experience in relevant sectors, a deep knowl-edge of sustainable energy sector in South Africa as well as a wide network of con-tacts and access to key institutions, organisations and local experts

French Development Agency, together with KfW, Germany’s development finance institution, and IDC, a South African public investment bank are launching a bid invitation for technical Assistance.
The terms of reference of the call for tenders is joined.

The projected schedule is as follows:
• Launching of the request for proposals: 30th of October 2009;
• Deadline for receiving proposals: 27th of November 2009;
• Award of contract: beginning of December 2009.

Consultants are invited, by obtaining knowledge of these terms of reference, to make a technical and financial proposal for the performance of the study, both in paper and electronic version. The selection will be made on the basis of the following criteria:
• presentation of the issues and understanding of the subject;
• ownership and reformulation of the questions to be addressed;
• proposed methodological approach;
• qualifications, experience and skills (specifically the consultant’s or consultants’ CV);
• cost of services (detailed budget);
• performance timetables and methods.

The tender documents only in English language should be submitted in one single package containing two clearly marked and separate envelopes:
- a) one containing the "Technical Proposal",
- b) the other one containing the "Financial Proposal". Both envelopes shall be sealed.
No financial information shall be contained in the Technical Proposal. The package shall display the following information:
- Adress of the recipient of the offer
- Title of the call for Tenders
- Tenderer's name
- The following words clearly visible: "Call for Tenders - Not to be opened by the Postal Service".

Tender Offers should be sent by post or courier, or delivered in person, against confirmation of receipt. Originals need to be signed by authorised representatives of the Tenderers.

We inform you that AFD reserves itself the right if necessary not to pursue this bid invitation.
