CALL FOR EXPRESSION OF INTEREST FOR A TECHNICAL ASSISTANCE
REGARDING THE GREENHOUSE GAS (GHG) EMISSION REDUCTION SCHEME IN THE CEMENT SECTOR IN INDONESIA



I. Background
On the occasion of the United Nations Conference on Climate Change held in Bali (COP 13), the Government of Indonesia has launched its first Climate Change Program, with the assistance of JICA (Japanese cooperation) and AFD (French Development Agency). Several priority actions have been identified within a policy matrix, both addressing mitigation and adaptation issues.
The publication of the road map for greenhouse gas (GHG) emission reduction in the cement industry was identified as a priority action within this framework and a specific project was initiated in cooperation between the Indonesian Ministry of Industry (MOI) and AFD. The objective of this project is the set-up of an emission reduction scheme in the cement sector in Indonesia.
A first phase of this project has already been performed, and led to the constitution of a committee gathering representatives of the MOI and cement industry representatives, comprising the cement association and individual firm representatives.

II. Scope of Work / Qualification of the consultant
The consultant is expected to assist the MOI in the following tasks:
- setting more accurately the target in terms of GHG abatement. This would include :
o data gathering on actual CO2 emissions in the cement industry; development/validation of current methodology of calculating the emissions;
o analysis of the BAU (business as usual) scenarios currently proposed ;
o assessment of the cost of emission reduction in the Indonesian cement sector : this sub-task could encompass pre-audits of the different Indonesian cement plants in terms of emission abatement diagnosis ;
o assisting the MOI in setting the target, in consultation with the industry representatives ;
- assisting MOI in defining the monitoring regime : the consultant will have to analyse to what extent could the WBCSD CSI monitoring protocol serve as a basis for this monitoring, and what additional set-up and external control is needed ;
- developing the incentive scheme that will be needed to stimulate and support participating cement producers in reaching the agreed target. This task may include an identification of the existing bottlenecks to the investments in terms of energy efficiency and/or process modifications and the recomendation of solution based on best practise from other countries. A detailed survey will have to be performed in the different companies for this identification, as well as a review of the existing incentive schemes ;
- developing the compliance regime, as well as the legislative or regulatory framework with the comparison with other developing countries.

The consultant is expected :
- to have proven experience in assisting a public organisation in developing a framework for setting binding objectives to the industrial sector ;
- to have a proven experience on the setting of GHG abatement targets;
- to have cement sector experts, able to perform energy/CO2 abatement potential audits with knowledge and practice of WBSCD SCI protocol;

IV. Submission of the expression of interest

The documents expected from the consultants expressing their interest shall include :
- a presentation of the consultant (general presentation, scope of activities, sales figure for the past five years)
- a list of the consultant’s references on the relevant fields of competence (mentioning the amount of the corresponding contracts) ;
- a description of the consultant’s resources (human resources).
