INVITATION FOR PREQUALIFICATION
Date : 18 September 2009
Loan No. & Title : 2302-VIE and AFD Loan No. CVN 6006 01: GMS Kunming – Haiphong Transport Corridor: Yen Vien - Lao Cai Railway Upgrading Project
Contract No. : Packages CP1, CP2 and CP3
Deadline for Bids : 2:00 p.m. Hanoi Time on 6 November 2009

1. The Socialist Republic of Viet Nam has received loans from the Asian Development Bank (ADB) and the French Development Agency (AFD) towards the cost of the GMS Kunming – Haiphong Transport Corridor: Yen Vien - Lao Cai Railway Upgrading Project. These contracts will be jointly financed by French Development Agency (AFD). The eligibility rules and procedures of ADB will govern the prequalification and the bidding process.

2. The Vietnam Railways (the Employer) intends to prequalify firms for the following contracts under this project:

Package CP1: Upgrading Section from Km10+900 to Km144+750 at Ha Noi, Vinh Phuc, Phu tho provinces
Package CP2: Upgrading Section from Km144+750 to Km 230+000 at Yen Bai province
Package CP3: Upgrading Section from Km 230+000 to Km 296+050 and feeder line from Pho Lu to Xuan Giao at Lao Cai Province

The main components of each package are : (i) Track works – replacement of existing track structure; (ii) Earth works – treatment of soft embankment and slope protection at some sections; realignment (approximately 3 km in CP2 and 6 km in CP3); (iii) Stations – extension and/or additional passing loop at some stations and improvement of existing passing loop, replacement of turnouts on main line, construction of additional facilities for some stations, construction of one new station in CP1; (iv) Bridges – rehabilitation and upgrading of existing bridges and construction of new bridges in the realignment sections; (v) Crossings – rehabilitation and upgrading of existing level crossings, construction of one flyover in CP1; and (vi) Telecommunications and signaling system – installation of telecommunications and signaling systems for upgrading stations.

4. It is expected that the Invitation for Bids will be made in December 2009.
5. Interested eligible Applicants may obtain further information from The Railway Projects Management Unit (RPMU) of Vietnam Railways (VNR) and inspect the Prequalification Document at the address given below, from 09:00 to 16:00.

6. The Prequalification Document, in the English language, may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 300 for each package. The method of payment will be cash or cashier's check. The prequalification documents may be obtained at the address below or will upon request be sent by registered mail or courier (air mail outside Viet Nam) for an additional fee of US$ 50 for each package. No liability will be accepted for loss or late delivery.

7. Applications must be delivered;
• to the address below;
• on or before 2:00 p.m. Hanoi Time on 6 November 2009. Late submission of applications will not be accepted.

8. The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.

9. The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
