Eligibility of Bidders:   The firm, or all members of the Consortium/JV/Association together must have a combined minimum average annual turnover (over the last 3 years) of at least EUR 25,000,000 or equivalent in another currency. The lead firm, in case of a Consortium/JV, must have an annual turnover of at least EUR 20,000,000.

At least five (5) similar assignments completed in the last ten (10) years (maximum 15 references which must be more than 90% complete on a date 28 days before Application submission deadline). 9. Determination of the similarity of the experiences will be based on:
a) Detailed design, preparation of tender dossier, and construction supervision (feasibility studies, masterplans, studies, or similar assignments will not be considered as experience) of drinking water distribution networks of at least diameter 300mm, and total length of at least 60km (>=300mm diameter), in cities of population not less than 1 million inhabitants, and works of value not less than EUR 30m (or equivalent in another currency) which are at least 90% completed at a time 28 days prior to the submission deadline of the Expressions of Interest (EoI). Pipes larger than DN1000mm sizes shall be given preference. Proof/evidence of all references, and the 90% of completion for the ongoing projects shall be provided.
b) The project in (a) above having been implemented in Sub-Saharan Africa. Sub-Saharan countries to be considered are listed by the UN Statistics Division (https://unstats.un.org/unsd/methodology/m49/)

NWSC will also take into account for the evaluation of the Applications the following items:
a) Experience amongst staff in similar projects in the areas of Project/Contract Management, detailed design and construction supervision (FIDIC Redbook conditions of contract) of drinking water distribution networks (population not less than 1 million inhabitants), electromechanical engineering for drinking water supply, tender document preparation - FIDIC (Redbook) conditions of contract, ESIA, RAP and its implementation, property valuation, social safeguards, surveying, structural engineering, procurement, geotechnical investigations, electro-mechanical engineering/SCADA, health and safety, and any other areas.
b) Experience amongst staff in similar conditions in Sub-Saharan Africa.
c) Skills and availability of in-house technical back-up experts provided to the on-site experts
d) Local representatives/partners/staff with the expertise in ESIA, RAP and Property Valuation, surveying, and social safe guards, as a minimum.
e) Valid certifications of the lead consultant (in case of JV, Association or similar arrangement) or single consultant (in case Applicant is neither in JV nor Association/similar arrangement) demonstrating their compliance to each of a) Occupational Health & Safety, b) Environmental Management, and c) Quality Assurance, in the form of certification documentation e.g. ISO 9001, ISO 14001, BS OHSAS 18001, etc

REQUEST FOR EXPRESSIONS OF INTEREST
KAMPALA WATER - LAKE VICTORIA WATSAN PROJECT

CONSULTING SERVICES FOR THE PREPARATION OF DETAILED DESIGN, TENDERING AND WORKS SUPERVISION FOR THE REHABILITATION, RESTRUCTURING AND THE EXTENSION OF KAMPALA WATER SUPPLY NETWORK

LOCATION: KAMPALA, UGANDA – EAST AFRICA

1. The National Water and Sewerage Corporation (NWSC) has received financing from the French Development Agency (AFD), Kreditanstalt für Wiederaufbau (KfW), European Union Africa Infrastructure Trust Fund (EU-AITF), European Investment Bank (EIB), and the Government of Uganda (GoU), and intends to use part of the funds thereof for payments for Consulting services for the preparation of Detailed Design, Tendering and Works Supervision for the Rehabilitation, Restructuring and the Extension of Kampala Water Supply Network.
2. The Scope of Services of the Consultant will consist of the following, but not restricted to:
a) Detailed Engineering Designs for the water supply network (~ 287 km of new mains and 26 km of replacements, all of sizes OD110 uPVC to DN1400 DI)
b) Preparation of Tender Documents - FIDIC (Redbook) - and Engineering cost estimates
c) Undertaking Environmental and Social Impact Assessment (ESIA)
d) Undertaking a comprehensive Resettlement Action Plan (RAP)/Valuation and implementation of the RAP
e) Undertaking comprehensive Geotechnical Investigations for purposes of elaborating the tender documents
f) Land valuation of the sites for the proposed installations (reservoirs, booster stations, pipelines, etc.), and wayleaves/easements for the pipeline routes
g) Supporting NWSC in the land acquisition process for the proposed sites and wayleaves until the land is registered in the names of NWSC
h) Carrying out a complete risk analysis of the project and proposing mitigation measures
i) Preparing of a proposal on the packaging/lotting of the works
j) Preparation of confidential Engineering cost estimates
k) Supporting NWSC in Procurement of a works Contractor (i.e. entire process from prequalification to works contract signature)
l) Construction Supervision of the associated works (including the packages/lots)
m) Superintendence over the Defects Notification Period
3. NWSC hereby invites consultants to express their interest in delivering the services described in 2) above.
4. The prequalification of experienced Consultants is subject to AFD guidelines contained in the “Guidelines for the Procurement of AFD-Financed Contracts in Foreign Countries” of April 2015. The contract will be awarded to an independent Consultant firm with proven experience in carrying out the above mentioned services and with regional experience
5. Consultants may associate with other firms in the form of a Joint Venture, Association or a sub-consultancy to enhance their qualifications. The form of Association, where applicable, should be indicated in the expression of interest.
6. In order to confirm their eligibility for AFD’s financing, Consultants shall submit in their Expression of Interest a duly signed Statement of Integrity (Appendix I of the “Guidelines for the Procurement of AFD-Financed Contracts in Foreign Countries” of April 2015). The attention of interested Consultants is drawn to paragraph 1.2.3 of “Guidelines for the Procurement of AFD-Financed Contracts in Foreign Countries” of April 2015.
7. Interested Consultants must provide information evidencing that they are qualified and experienced to perform those services. For that purpose, documents to be submitted include the following:
7.1. Covering Letter
7.2. Presentation of Firm(s)
7.3. Evidence that the signatory of the covering letter has the Powers of Attorney, and the authority of both his firm and that of each party in the cooperation.
7.4. Corporate profiles and status (provide corporate brochures)
7.5. Statements and Declarations:
a. Declaration of submitting a proposal in case of being short-listed duly signed by Single Firm or Lead Firm where applicable.
b. Statement on affiliations of any kind with other firms, which may present a conflict of interest in providing the envisaged services, or a statement having no affiliations of any kind.
c. Letter of Intent - in case of a co-operation between firms. Two forms of co-operation are possible for the current assignment:
Consortium/JV: The association members establish joint and several liabilities and name one lead firm.
Sub-contracting: The lead firm or a consortium subcontract parts of the work to a sub-contractor(s); liability and responsibility for the services they perform remain with the lead firm or the consortium. The assignment of all activities to one or several subcontractors is not permissible.
d. Statement of Integrity - duly filled and without alteration, and signed by authorised person
e. Certified statements of financial capacity of the lead firm and all members of the Consortium/JV showing the necessary turnover over the following periods:
• for firms running financial years from January to December: years 2013, 2014 and 2015
• for firms running financial years from July to June: years 2014, 2015 and 2016
i) Authenticated/Audited summary balance sheets and profit and loss accounts of the years:
• 2013, 2014 and 2015 for firms running financial years from January to December
• 2014, 2015 and 2016 for firms running financial years from July to June
for the lead firm, and each of the associated firms. The financial year run by the Applicant (e.g. January to December or July to June) should be clearly stated. Documents must be in English language or other language but with original authorised translation issued by a certified translator. The firm, or all members of the Consortium/JV/Association together must have a combined minimum average annual turnover (over the last 3 years) of at least EUR 25,000,000 or equivalent in another currency. The lead firm, in case of a Consortium/JV, must have an annual turnover of at least EUR 20,000,000. Sub-contractors must not present financial statements.
ii) The Applicant (in case of a Consortium/JV all members) shall prove its solvency by presenting confirmation of still available guarantee limit/credit line (original letter from bank) of EUR 1,000,000 (or equivalent in another currency) from its principal bank, which must not be more than six months old at the time of bid submission deadline.
7.6. Requisite administrative documents for each party in the Joint Venture, Consortium or Association, either individually or in a single document, which shall include: statements, affidavits and declarations of intent regarding cooperation, including the name of the lead company
7.7. Organisational structure of a Single Firm, or each party in the Joint Venture, Consortium or Association indicating number and qualifications of in-house personnel, including home office, backstopping and quality assurance personnel.
7.8. At least five (5) similar assignments completed in the last ten (10) years (maximum 15 references which must be more than 90% complete on a date 28 days before Application submission deadline). Compliance requirements are described in the table below. The similarity of the assignments is described in 9) below.

7.9. Proof of presence of appropriate skills among staff, and description of potential backstopping support.
8. NWSC will also take into account for the evaluation of the Applications the following items:

Note: For evaluation purposes, the exchange rate shall be the Bank of Uganda selling rate 28 calendar days before the latest submission deadline of the EoIs.
10. A consultant for the detailed design/supervision assignment will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the “Guidelines for the Procurement of AFD-Financed Contracts in Foreign Countries” of April 2015.
11. Among the submitted applications, NWSC will shortlist a maximum of 6 (six) consultants, to whom the Request for Proposals to carry out the services shall be sent. In case more than 6 (six) Consultants meet the requirements, only 6 (six) with the highest number of similar project references as defined in 9) above, in the last 10 years will be selected. In case of a tie in the ranking, the Applicant with qualifying references with the highest works value (in Euros) will be considered first.
12. Addresses for Registration
Interested consultants must request to obtain the detailed prequalification documents by writing to the Procurement Manager NWSC at the address in 12(a)below. Delay to request for the prequalification document by any prospective Applicant shall be no basis for requesting an extension of the submission deadline. The request must clearly state: “Request for Prequalification Documents for Consulting Services for the Preparation of Detailed Design, Tendering and Works Supervision for the Rehabilitation, Restructuring, and Extension of the Kampala Water Supply Network.” NWSC will promptly dispatch the documents by email, but under no circumstances will it be held responsible for late delivery, loss or damage of the documents so emailed.
Further information and clarifications can be obtained in writing or by e-mail from the Procurement Manager NWSC, at the address in 12(a) below, during office hours (0800 to 1700 hrs East African Time - EAT) up to two calendar weeks before the deadline for submission of EOIs. At any time, NWSC either at their own initiative or in response to clarifications requested by an interested consultant may clarify this invitation. Such information shall be sent in writing by email to all registered parties. Any Addenda to the solicitation document shall be published at the address in 15) below.

13. Expressions of interest must be submitted as four hard copies (1 Original and three Copies) as well as an electronic copy (one PDF file on a USB stick, SD card) in a sealed envelope or packaging, either delivered by hand, courier or by registered mail to:

not later than: 11.00am East African Standard Time (EAT) on the 25th August 2017, and be clearly marked “Expression of Interest for Consulting Services for the Preparation of Detailed Design, Tendering and Works Supervision for Restructuring, Rezoning and Extension of the Kampala Water Supply Network.” Please note that to ensure a free and fair competition, sending EoIs by email is not allowed. EoIs sent by email will not be evaluated. All EoIs are to be submitted sealed and they will be opened on the deadline of submission, and at the address in 13(a) above.
14. Applicants will be advised, in due course, of the results of their applications. Only Applicants shortlisted under this procedure will be invited to submit proposals.
